Yoda, Most of the old PB systems used the Panasonic CR-563 CD-ROM which was attached directly to a controller on the sound card instead of the motherboard. If that is the case here, your CD-ROM will never be detected by your system. You have two options: 1) Obtain the DOS driver for the Panasonic CR-ROM along with MSCDEX.exe and install them. 2) If you still possess the PB restore disk, you should try formating the drive with it as it will sometimes set up for installation by installing the CD-ROM driver for you. You can then exit the setup and at the DOS prompt type the letter for the CD-ROM to see if it was installed. If so then insert the Windows installation disk and install. I've used both techniques successfully in the past.
I have seen cdrom controllers on sound cards. Will it work if you connect your cd room into one of the IDE controllers?? That way you don't have to install the soundcarddrivers no? If he has a PB shouldn't he have the soundcard drivers on a floppy disk? Or are everything in the restore cd?

What this basically means is that you will never get the CD-ROM drive to work unless you first load the sound card drivers.
However, the PB450 motherboard does have two IDE controllers, so maybe a cheap ATAPI CD-ROM drive would be well worth the hasle avoidence. However, please note that these are old IDE interfaces. They aren't even EIDE, and I don't even think they will support DMA access on the interface. In fact, you will be lucky if PIO Mode 4 is even supported.
This may mean you will need to use the most unsophisticated drive you can find. Oh, and one other thing.

Like a few have already said, it does use a panasonic driver. The Oak driver on the Win boot disk will not work (as you've already discovered!). What I ended up doing was buying a 40x ASUS CD-ROM and plugging it into the mobo (slave on primary, couldn't get it to work on secondary) and then the win boot disk drivers worked fine.
